    possible to upgrade to a later version without asking to every 
    contributors, since the contributors have agreed on the "or later".

That is true.

For many libraries, using LGPLv2.1 may be best, to allow use in
GPLv2-covered programs.  The programs we might want to upgrade
are applications.
