>From my point of view, it's someone who's passionate about software (or
more generally, about computers). The GNOME project needs people who are
passionate about the freedom of free software who aren't *necessarily*
passionate about software, but even then, for tasks other than being a
developer, a passion in free software is probably a prerequisite.
