I'm waiting for nearly three hours of test load to get home for encoding :) I don't think Ogg Theora supports streaming yet, but on one 15 minutes test I did, with roughly the same quality (I'm no expert) the Ogg/Theora video occupied around 60% percent of the space occupied by the other video, encoded with ffmpeg. I hope my test will be usefull for the Ogg/Theora developers.
