Currently this is not possible.  The main reason is because all of the
information about tags and what not is stored in a single file
~/.gnome2/f-spot/photos.db.

Yup, move you ~/.gnome2/f-spot/photos.db file to somewhere on the
external harddrive and then do a symlink.
