You just made me read a complete page instead of pointing out to which
specific aspects you refer and I still do not know what you mean.
As far as I can tell, no print settings at all are retained between
invocations of printing, in particular "Scale", which annoys me a lot,
since the default scale is much too large; I have to set the scale to
75% each time I print anything.  It would also be nice to have a
preview of what is to be printed as the name "Print Preview" implies. 
The old page I linked to gives an indication of what a proper "Print
Preview" page might look like.

Milan Crha writes that a bug in webkit, also old, going back to 2012,
makes fixing any of this difficult:

I have just experimented with changing "scale" in 
   /home/jonrysh/.local/share/evolution/printing.ini
from 100 to  75, but it seems to make no difference.  Maybe a
difference will show up when I reboot the system.

If not, is there a plan to make the settings remain constant between
invocations?

No idea which settings this is about. I'd say the default general
answer to basically anything is "No, there are no plans."

It certainly looks like there are no plans (8-(
