that's a veeeery old web page.

Anyway, Print Preview is blocked due to it waiting for this bug:
https://bugs.webkit.org/show_bug.cgi?id=79226

I cannot speak about the settings. I thought those are saved somewhere,
like in the ~/.local/share/evolution/printing.ini file. There's a
problem that WebKitGTK+ uses its own printing dialog, which may or may
not be a reason why the old settings are not restored (and/or also
saved).
