Ubuntu is based on Debian and uses the same package management system as
Debian, and the must basic one, dpkg, has been available even longer
than rpm.

Yes, there are new upper-level tools over time (but no moreso than RPM:
consider yum, up2date, urpmi etc.) but dpkg is still the basic tool and
is still present.
