Errr, there seems to be a bit of confusion.

.rpm = Redhat Package Management

.deb = DEBian package management

There are about 6-8 main families of Gnu&Linux but even that can be boiled down to about 4 different ways of packaging. 

There are a lot of tools that can be used to install programs.  A gui tool called "Synaptic Package Manager" seem to be quite happy installing rpms or debs and 'magically' seems to know which is the right type for whichever distro it finds itself in.  At a guess command-line tools might also open up a bit to be cross-distro in the future but that is just a non-programmers guess. 

Note that it rarely makes much difference which appropriate tool you use.  When you look at the list of packages installed on your system using one of the other tools they both/all seem to recognise everything installed and also all use the same repos even if you have added some weird repos.
