I agree that email clients have to support HTML and probably RTF at
least for reading.

I disagree.  I have plenty of users who use pine or elm for reading
their email - that's up to them, they are both perfectly acceptable mail
clients and neither support anything other than straight text.

As you say, it's up to them.
