additional accounts, no problem. Its just that these particular settings
are not stored.

OK, so it's neither file permissions nor GConf daemon. The Default
Folders are stored inside the accounts settings. As you can create new
accounts (and they persist after closing Evo?) it's not that file.


How does one update to 2.03? It does not appear in the Red Hat updates
tool...

You will need to wait for RPMs to be released (by RH or any third party
packager you trust) for your distro.

Or build it yourself, but I don't assume, this is an option, is it? ;-)
