the shell command action doesn't get anything on stdin, it merely runs a
command.

Not really, should work. Unless you dont have the right path to the
shell script or something like that, or the filter chain is aborted
before it gets to that test.
Err, no.
"Pipe to shell command" filter criterion pipes the mail via stdin. The
"Shell command" filter action doesn't.
