[Evolution] Timezone ID in calendar?

Recently while trying to use my .ics calendar on the web, I noticed that
all of the TZID entries start with
"/softwarestudio.org/Olson_20011030_5/." Where I would expect to see
just "Europe/Madrid" I am getting
"/softwarestudio.org/Olson_20011030_5/Europe/Madrid." I think this may
be causing the web calendar to mis-interpret the TZ info.

Is this behavior by design, and is it an internet standard?
