Can you explain that a little more...
Maybe give me a little scenario of how it might work.
I don't mean to be dumb, but this isn't explained well anywhere in the
ximian/evolution documentation or website. I really appreciate your
help!

No. The pcs only handles information for a single user right now. The
free/busy url under the collaboration page is for scheduling in the
calendar and must point at valid iCalendar formatted text.
