[Evolution] Shortcut bar default width

I personally don't use the shortcut bar, so it is usually turned off.
But I tried to turn it on, and it doesn't show with a default resonnable
width. It is just a few pixel wide on my system and I need to resize it
before I can use it. Furthermore, the folder list has the same problem
except that the default width is a little bigger so that you see that it
is open, just not wide enough.
