What about some sort of switch on one of the button bars which toggles
html on/off. The initial setting of said switch would be dictated by
undermentioned rule. Thus user could always override the default
behaviour.
Actually, I believe that's how outlook works (or at least, OE) - however,
it's not just a button click away, a feature evolution can and should
improve on. Unfortunately, by default you have to goto the format menu and
then choose Rich Text/Plain Text - fairly painful and non-obvious.
