I think this is all 'implemented'.

If you go to the new Mail config dialog (tools->mail settings), you'll
see your list of accounts. To the right, you'll see the button 'Disable'
being the second to the last. If you toggle that (it'll flip between
Enable and Disable), you'll be able to control which account(s) you
wanna receive from and which you wanna send out of.
