But I do not see an error message which I would interpret as a direct
explanation for the missed display of the menu entry “Plugin Manager”.
Aha, I see, Evolution doesn't know what modules/plugins should be
loaded, thus it doesn't claim any error about them "missing". See above
for the probable reason.
I got the impression in the meantime that the activation of the software
build option “CMAKE_BUILD_WITH_INSTALL_RPATH” triggered interesting effects.
https://cmake.org/cmake/help/v3.19/variable/CMAKE_BUILD_WITH_INSTALL_RPATH.html
Some software updates later - the menu entry “Plugin Manager” is displayed
as expected also on my test system (after such a build parameter was switched off).

Probe/bin/evolution
Should any failures for the loading and integration of desirable modules/plugins
trigger corresponding clear warnings (or error messages)?
Will the chances grow to clarify any remaining open issues?

Markus
