Hi,
this looks like you install (by DESTDIR?) the Evolution files into a
directory, which is not the one you told Evolution they will be
(CMAKE_INSTALL_PREFIX). Just a guess.
But I do not see an error message which I would interpret as a direct
explanation for the missed display of the menu entry “Plugin
Manager”.
Aha, I see, Evolution doesn't know what modules/plugins should be
loaded, thus it doesn't claim any error about them "missing". See above
for the probable reason.
