I don't think that poppler tries to synthesize font styles, it just
depends on fontconfig to find an appropriate font. Poppler could be
doing a better job, so feel free to open a bug report at
https://bugs.freedesktop.org/enter_bug.cgi?product=poppler. It might
not be a high priority though, since documents really should be using
embedded fonts.

In principle I agree with you that the pdf world should strive towards
that, but that is not the world we live in now, so does not help me if I
e.g. get sent a document from a chinese customer.
So if there is a simpler solution than fixing a poppler/evice bug, e.g.
installing missing fonts, I'd really like to know that.
