The package is called flashplugin-nonfree. It can be downloaded from
<http://packages.debian.org/flashplugin-nonfree>. If it does not show up
in synaptic then the reason is probably that you don't have the 'non-
free' section of the Debian package repository enabled. This can be
probably be done from within synaptic, but I don't know how since I don't
use it myself.
