Not at all. A common scenario is where the user opens a number of
links in background tabs (say, from a search results page) to inspect
them at his own leisure. This is much easier to do when tabs don't pop
to the foreground each time you open one.
I do this often (e.g. from my RSS reader site), but again, I'm talking
about default behavior; this seems to be a special scenario IMO.
