Not sure if this is feasable/doable, but how about only allowing one
popup after the user actively opened a new page (clicked a
link/bookmark, entered a new URL, etc). Because if a page tries to open
more than one popup in a row, you can safely assume some kind of abuse
AFAICT. This wouldn't provide complete popup blocking but some
"security" at least.
