but I'm only familiar enough (and find value in reducing vertical space) 
of my web browser, not all of gnome apps..  no big deal.

1) put the location text label just to the left of your throbber.
2) make your window as narrow as possible.  The Toolbar contents like 
Home, Zoom, and Go move to this overflow dropdown (as there isn't 
enough room to display.  The toolbar is smart enough not to drop the 
throber down there.  It completely removes the location bar however...

As it turns out, my throbber displays nothing when there is no 
action.  I'll have to figure out how to change the throbber as that's 
silly.  (Perfect example: makes it very hard to remove it from the 
toolbar if you cannot see it when you edit the toolbar)
