Seems I overlooked most of what you wrote here :)
Having icon-only toolbars in epiphany only, not gnome-wide, is a planned
feature (there's even a bug already filed for it), it's just that nobody
has got around implementing it yet.

Ah. Hmm...
The location entry is not _supposed to_ be relegated to the overflow
menu, it's supposed to shrink until it reaches its minimum size, and
then the window cannot be shrunk further. In fact, that's how it works
for me, no idea why it doesn't for you...
Furthermore, a menu item cannot represent any action the location entry
stands for, therefore it would be useless to have a menu item for it in
the overflow menu even if was possible to overflow it at all.

Do I read this correctly as "when it's spinning I see it, but when no
page loads, it's not there"? If so, that's a severe bug in your theme.
