[Ekiga-list] Ekiga for Windows: which setting does Ekiga use to determine UI language?

I have played with all the Windows Language settings in an attempt to
make Ekiga show in English (to file bugs) but the program is still in
my native language. Which setting does Ekiga read to set language?
Does this happen at install or when the program is loaded?
