That of course is not true.
The initial 2 MB file from Skype is just the Skype downloader.  The Skype downloader then downloads the much larger Skype install package.
Hard to say how large that file is, but it is quite large and takes quite a while to download.

28 MB for the release version?!? Skype for Windows comes in at 2 MB,
and that is statically linked with Qt!
