No.  You can get it from
http://ftp.gnome.org/pub/gnome/sources/clutter-gst/2.0/

Since both clutter and gstreamer will reputedly compile on windows, it
is a reasonable bet that clutter-gst will too.  But the proof of the
pudding is in the eating.
