Working with RSync When Only Tags Have Been Changed

I am improving the tagging of my classical collection (master) which is 
held on workstation and then uploaded to NAS for use by server on NAS.

For this I use rsync with LuckyBackup gui.  I have it set up so the 
process uploads from the workstation and deletes the old files on NAS. 
My problem is that if I only change the metadata, rsync does not at 
present recognise the change so does not upload the edited file.

Is there a switch I can use to force the upload?
