Could you try to change dia.exe into diaw.exe in that file?
dia.exe is the commandline (console) version of dia, diaw.exe the
console-less Windows version of Dia.
If that doesn't work - how did you install Dia (e.g. what's the URL of the
installer you've downloaded?)
