What package am I missing?

libunicode. I don't know which distribution you're
using, but be sure that the header files are installed
along with the library (so called -dev packages in
the RPM world).

Cool! It's compiling now. I don't have root on this box,
so I just installed libunicode from source. If I was an
autoconf wizard, I'd make a patch to check for unicode.h

...but I'm not.
