No, it is only sent to ftp-release-list with a bcc to all maintainers.
Perhaps that email is good enough for gnome-announce-list, not sure. At
least you'll have a copy to use.
There is a bug about sending announcements:
https://bugzilla.gnome.org/show_bug.cgi?id=645769
but if ftp-release-list and gnome-announce-list both get the same
emails, then IMO, we should kill one of those lists.
