I don't see how this proposal would solve this. Everything in
Application will still be following the release-cycle (except very few
modules) and would still be handled by the release team.

Otherwise you could simply propose that all non-core modules are dropped
from the release-set but this isn't what the proposal says.

see above! That needs clarification because it is NOT what the proposal
is currently saying.
