If a new infrastructure is needed then it would be best to merge it with
notification icons and make it xdg compliant and not gnome specific
In any event, I believe a well designed dock should make applets,
notification icons, task bars and even the new trendy gnome-shell
obsolete.
Of course docks have their weak points too but atm they are the best and
least complex UI for a desktop and a more natural evolution from our
existing gnome-panel than anything else I have seen.
