That sort of thing is certainly intended to be covered by the
Plan, along with other types of animations.
I don't mean to discourage work on a feature that would just change
the background color over time. It should be fairly straight forward
to do in gnome-bg.[ch], if someone wants to add it.
Part of the motivation for the Long Term Plan is to get the various
types of backgrounds into one conceptual framework. I believe this
will simplify the gnome-bg.c code substantially while making it
possible to add features such as Bryan's background channels that were
talked about a while back.
But that doesn't mean a simple color changing feature couldn't be
added now.
