This would be a great idea. Too many interesting projects are doomed to
die on developers hard disks due to lack of time or interest.
I don't see any difference regarding continuity between personal hard disk and personal svn. What I think it would be a good complement is a playground where you have a common "portal?" (svn, bugzilla?, wiki?) with all amateur/personal hacking projects, or early experiments are shown, maybe with some statistics on activity, kind of mini sourceforge.
