No, but we do have access on occasion to a number of designers who kindly provide feedback on how things could work. Aside that specific issues are addressed as bug reports.

This is Open Source, nobody except key distributions have design teams.

Finally the current design of Banshee appears to be singleton heavy which hinders us doing cool stuff UI wise which we would love to do.

How is the project organised?

Very loosely as is the norm in Open Source. Fairly small core team and everyone kinda takes care of their area within Banshee. Try observing our IRC channel to see how things work, it sounds rather unorganized and it is but it works well.

It is often common in open source to completely neglect visuals, design, art etc. In my opinion banshee is currently one of the more attractive gtk applications, but if it does not have a design team (and other categoric teams) then the right people might not be the ones making specific decisions.

We've done quite well so far no? Despite the lack of designers, full time paid developers and so on. If you feel like we need a design team, engage the community politely and propose some mockups. We'll see if it can be done. There are a number of bugs open to address the missing functionality in MeeGo which I think will make a good start for such an effort.
