Thank you for the suggestion, Markus.  I tried it 
(deactivated wlan0 and then rebooted), but 
unfortunately NM still does not talk to my network.

According to bug reports in the Ubuntu forums, NM 
has a problem when WEP is enabled.  I'm still 
looking into this.
