Yes, I have it enabled. Here are the relevant lines from my
.gnupg/options file :

keyserver-options honor-http-proxy
keyserver-options auto-key-retrieve

keyring /usr/share/keyrings/debian-keyring.gpg

keyserver search.keyserver.net
keyserver pgp.mit.edu
keyserver wwwkeys.pgp.net
