Actually with Industrial (attached) I get the full highlighting. I instaled  
aquativo which I think shres engine with your theme as it exibitst the same  
problem and tried some variants too, mostly try to get the eventbox to be  
sensitive and such but no luck.
Problem is, eventbox *is* needed to make the tooltips work. My guess is the  
theme engine doesn't want eventbox to be selectable .. i'll try a few more  
variations :\
