| RFC 2396: Uniform Resource Indicators is probably the one you want.
This just describes the generic syntax for URI schemes.
There must also be a document describing the specific scheme for
a protocol and how to map portions of the URI to protocol actions.
I've just rechecked the registered schemes at
http://www.isi.edu/in-notes/iana/assignments/url-schemes
which shows there are schemes for pop and imap but not smtp!
