You can help to work with Punit to get a budget estimation and send to Board to approval first. Then follow the travel policy to send application and later receipt to travel committee.

As written in the meeting minutes of the GNOME.Asia irc meeting
yesterday, Akhil and Bharath recommended Punit Jain as a speaker of
the MOSC2011 to talk about how to develop GNOME (apps) and briefly
introduce the GNOME community. Punit was a speaker and student trainer
of the GNOME.Asia Summit 2011. He works for Novell India and is
getting approval from his management, will keep us posted the coming
days. Hope he can join and we are always happy to help with the slides
or review them. 

Punit has got approval from local management. If you don't find anybody
then he will be able to travel and represent GNOME. Visa approval may
take a week time.

The points mentioned earlier like details about air fare etc which will
be sent to board to get an approval for travel, shall punit send to
board or someone else will do.
