As Stormy said, it can be a little difficult to arrange a visit by RMS.  It is also possible that RMS assumes he does not need to submit a talk proposal.

If RMS does not attend but you need to include a Free Software philosophy talk to ensure everyone is happy, then I may be able to help.  I will at the event for the COSCUP legal track alongside Harald Welte.    I can switch hats and switch tracks if required.  I have several hats, with the most useful for this situation being "Senior Advisor of Free Software Foundation Europe."  I did not submit a talk before because I understood the subject would be covered by RMS.

However, I think it would be more appropriate for you (Emily) or Pockey to speak about software freedom, and why you think it matters.  In this region your opinion and experience will probably provide more useful information and inspiration than what someone based in or primarily working in another continent says.
