What I am going to do is to follow up what you suggested earlier. Not
give speakers cash (as appreciation and cover , transportation
allowance), but invite them to a party. However, the cost for each
speaker, should be covered by each own team. And COSCUP team only
planned to pay COSCUP's speakers, as our own expenses.

I am willing to do whatever you suggested to make the event success,
but you must understand every suggestion cost money and even logistics
issues. In this case, if you like to make the party happen, please
contribute more money. And we will do the rest of things to host the
party.

For adjust budget and fund, I have a few points like to remind you -
* For the cost of last minutes overbooked it's actually about 4.6K USD
only. The rest like water, petty cash fund, warehouse should be planed
but missed earlier. [1]
* After we informed you the event is overbooked at 7/6, COSCUP team
secured 2 more sponsors for 2K USD.
* COSCUP team have made contact with 54 vendors, and secured 20
sponsors and media parters.
* COSCUP team gave up trying the global brands like Mozilla, Intel,
Novell, Oracle, Google because you asked for.
* The fund for sharing cost is heavily imbalance.
* COSCUP team had already made more then 6 plans for cutting budgets,
which includes every suggestion you provided, and we have evaluated
the cost and effect of each plan. That's why we can refuse you
immediately.
I can explain how every decision we made for you, but that involved
traditions of local communities. I know some of activities seems wired
for you, but there are some spirit of COSCUP we like to preserve.

We will reply Brian's email tonight, as soon as COSCUP team comes out
a final resolution. I personally like to close the issue ASAP, and
let's make the split formula very clean this time. There are bunch of
things are very important to be done. (like keeping joyful, and nobody
being bad ;-)

[1] The budget items for extra venues are marked as "overbooked", you
can check in the budget list sheet.
