That's true if the applicants are in somewhere closer to Vietnam... we
can leave the budget to sponsor more speakers. 

In this case, it's better to mention the subsidies are depending on the
location of the applicants then. 

>From the subsidy application form of last year, applicants needed to
show invoices or receipts when getting the subsidies. Maybe it's better
to get a boarding pass / train tickets and so on to show where they are
from?
