Here are the two commands I use in Debian to set accessibility stuff on:
dbus-launch gsettings set org.gnome.desktop.a11y.applications
screen-reader-enabled true
dbus-launch gsettings set org.gnome.desktop.interface
toolkit-accessibility true
(long lines might wrap in email)
And to inspect the settings:
gsettings get org.gnome.desktop.a11y.applications screen-reader-enabled
gsettings get org.gnome.desktop.interface toolkit-accessibility
