[xslt] Release of libxslt-1.1.21

  Following the earlier request I made the release:

      ftp://xmlsoft.org/libxml/

That is mostly bug fixes from William, and a couple of contributions:
* Bug fixes: 
 - out of memory allocation errors (William Brack)
 - namespace problem on compound predicates (William Brack)
 - python space/tab inconsistencies (Andreas Hanke)
 - hook xsl:message to per transformation error callbacks (Shaun McCance)
 - cached RVT problem (William Brack)
 - XPath context maintainance on choose (William Brack)
 - memory leaks in the math module (William Brack)
 - exclude-result-prefix induced namespace problem (William Brack)
* Build: 
 - configure setup for TRIO_REPLACE_STDIO (William Brack)
* Documentation: 
 - updated after change from CVs to SVN (William Brack)

  It is probably a good idea to upgrade libxml2 to 2.6.29 too.
