[xslt] Request for a release of libxslt 1.1.21

It's been nearly 5 months since 1.1.20 on Jan 17 2007 and the fix for
  http://bugzilla.gnome.org/show_bug.cgi?id=407731
is killing me!   It was SVN commit r1420 to the libxslt trunk
made on 14 Feb.

(I think the bug above is incorrectly there under product libxml)

The actual problem I get is with:
$ xsltproc --xinclude http://www.w3.org/2001/sw/grddl-wg/td/getAuthor.xsl

libexslt 813 was compiled against libxml 20627

and I checked SVN libxslt fixes it.  This is a reversion, since
it was working in e.g. 1.1.15
