Should be
file://.art500/art500.dtd since the third slash indicates to start from
the top of your file tree. And art500/art500.dtd does not specify what
it is.

NOTE:
I did not test this in your circumstance, and no guarantee is given that
this has anything to do with your problem. I just noticed the third
slash and thought I'd tell you that this url would look for
/.art500/art500.dtd which is most certainly not what you want.
