[xml] libxml HTTP download

Hi,
Would it be possible to see HTTP offered as a download option on the XMLSoft website 
(http://www.xmlsoft.org/downloads.html) ?

Two of the major browser manufacturers have already announced they have/will be disabling FTP by default and 
will eventually remove FTP support altogether.

Its not clear why there is no HTTP option offered already since pretty much every other software repo in the 
world big and small offers it  ?

Whilst we're at it, it would be nice to see the xmlsoft website move to https.  Its not hard, difficult or 
expensive these days given Let's Encrypt and the plethora of automated tools that support LE certs.

As with FTP, many browsers are moving to mandate HTTPS, especially with websites that contain any forms or 
other inputs (which the xmlsoft website does, the search box).
