I dont get the results you are seeing. using HEAD I get:

<?xml version="1.0"?>
<p xmlns:bar="urn:test:mine"><a1>
 <a2 xmlns:foo="urn:test:mine">
   <bar:a3/>
 </a2>
</a1></p>

Which is fine.
